RALEIGH CITY COUNCIL MEETING

COUNCIL MINUTES

PRESENT: Mayor Janet Cowell, Council Member Jonathan Lambert-Melton, Council Member Megan Patton, Council Member Corey Branch, Council Member Christina Jones and Council Member Stormie Forte

 

ABSENT: Council Member Mitchell Silver and Mayor Pro Tem Jane Harrison

Mayor Cowell called the meeting to order at 4:01 p.m. and indicated that both Mayor Pro Tem Harrison and Council Member Silver were absent and excused.

Mayor Janet Cowell joined the meeting at 3:56 PM.
Council Member Jonathan Lambert-Melton joined the meeting at 3:56 PM.
Council Member Megan Patton joined the meeting at 3:56 PM.
Council Member Corey Branch joined the meeting at 3:56 PM.
Council Member Christina Jones joined the meeting at 3:56 PM.

Housing and Community Development Director Emila Sutton utilized a PowerPoint presentation to explain the item.

Council Member Jones inquired about any changes to homelessness rates as rents have lowered in Raleigh. Ms. Sutton stated that this year would be a great opportunity for staff to examine those changes and benchmark those rates compared to housing production.

Mayor Cowell asked that NCOD overlays be apart of the vulnerability assessment as those overlays can play a part in the placement of development.



Council Member Branch asked if staff could explore creating a voluntary list of landlords within Raleigh, that the City could utilize. Ms. Sutton stated that if the list aligns the with parameters, it would be something staff could look into.

Council Member Patton asked that staff provide information on the utilization of the City's Homebuyer Assistance Program. Ms. Sutton noted that there were approximately 80+ loans given out by the City in the last fiscal year.

Discussion took place regarding revolving loan funds, funding amounts for future projects, and potential expansions.

Council Member Jones inquired about conversations with the development community. Ms. Sutton stated that conversations have been positive thus far, and that staff is continuously monitoring feedback from the public.

Council Member Patton asked when Council will discuss the proposed bond package. Assistant City Manager Evan Raleigh stated that staff plan to bring the item before Council in March for discussion.

Mayor Cowell stated that she would also like to hear about any potential constraints. Assistant City Manager Raleigh stated that staff plan to have that in depth conversation in March when they can present a complete package to Council.

Mayor Cowell stated that this item would be heard by Council at a later date.

There being no other business, Mayor Cowell declared the meeting adjourned at 5:51 p.m.
